Applications for ARICE scholarships are now open. In this blog, I will provide a step-by-step guide on the application process. There’s no need for an IELTS score, and you won’t have to pay any application fee.
The Romanian Agency for Investment and Foreign Trade (ARICE), in collaboration with the Ministry of Education and Research (MEC), is offering 40 scholarships to foreign students for the academic year 2025–2026.
Eligibility Criteria for ARICE Scholarships
Who Can Apply?
- Open to applicants from all non-EU and non-EFTA countries.
- Priority is given to candidates from nations without finalized cultural or educational cooperation agreements with Romania.

Levels of Study and Priorities
Scholarships are available for the following academic levels:
1. Bachelor’s Degree
- For high school graduates or candidates enrolled in foreign currency tuition programs.
- Programs last between 3 to 6 years, concluding with a bachelor’s exam.
2. Master’s Degree
- Available for students with a bachelor’s degree.
- Duration: 1.5 to 2 years, culminating in a dissertation exam.
3. Postgraduate/Residency Studies
- For licensed general medicine graduates specializing in fields such as emergency medicine or cardiology.
- Duration: 3 to 6 years.
4. Doctoral Degree
- For graduates of bachelor’s or master’s programs.
- Lasts between 3 to 5 years, requiring prior agreement from a scientific coordinator and an entrance exam.
Note: Scholarships are not available for dental medicine, stomatology, or pharmacy.

Applications from other fields will be considered based on available slots.
Language of Instruction
- Romanian: All courses are taught in Romanian to encourage language and cultural immersion.
- Preparatory Year: Non-Romanian speakers must complete an additional preparatory year.
- Proficiency Proof:
- Passing a Romanian language test.
- Providing proof of at least four years of prior education in Romanian.
- Holding a Romanian language certificate (minimum B1 level).

Application Process for ARICE Scholarships
Submission Requirements
- Format: All documents must be submitted in PDF format.
- Email Address: Applications must be sent electronically to: burse2025@arice.gov.ro
- Deadline: Files must be received between April 1 and May 15, 2025, 23:59 (Romanian time). Incomplete or late applications will be disqualified.
Application Dossier Must Include
- Letter of Recommendation from:
- ARICE’s economic representative or the head of the Romanian mission in the candidate’s country.
- Embassy/consulates or commercial, cultural, and honorary consulates of the candidate’s country in Romania.
- Recognized economic entities (supported by ARICE representatives).
- Organizations promoting bilateral economic relations.
- Note: Letters from academic institutions are not accepted.

- The accuracy of these forms is mandatory. Accredited state higher education institutions in Romania are listed at https://www.edu.ro/institutii-invatamant-superior.
- Academic Documents:
- Copies of diplomas (high school, bachelor’s, master’s, doctoral) with legalized translations into Romanian, English, or French.
- Copies of academic transcripts or diploma supplements with legalized translations.
- For pre-university candidates: A certificate confirming current study status and expected graduation date.
- Declaration of Non-benefit: A signed Annex 3 confirming the applicant has not previously received a Romanian state scholarship for the same study level.
- Identity Documents:
- Photocopy of the first two pages of the passport (valid for at least 6 months after studies begin).
- Copy of the identity card (with legalized translation if applicable).
- Copy of the birth certificate (with legalized translation).
- Medical Certificate: Issued within 90 days before application, confirming no contagious diseases or conditions incompatible with studies.
- Curriculum Vitae (CV): In Romanian, English, or French.
- Photographs: Two recent passport-sized photos.

Selection and Registration Process
- Initial File Reception and Verification
- Applications are received by designated entities starting April 1, 2025.
- Verification of compliance before electronic submission to ARICE’s Strategy Department (DS) by May 15, 2025.
- Evaluation by ARICE and MEC
- ARICE Selection Committee prepares a basic list of 40 and a reserve list of 20 candidates, forwarding it to MEC by July 31, 2025.
- MEC finalizes selection; candidates may be asked for additional documents.
- Announcement of Results
- Results published on ARICE’s website (https://arice.gov.ro/1/burse/) and communicated via email.
- MEC issues Letters of Acceptance/Enrollment Orders required for visa application and university registration.
Rights and Obligations of Scholarship Holders
- Exemptions: Registration, file processing, language tests, and entrance exams for doctoral studies are waived.
- Financial Support: Covers tuition for both the preparatory year and degree studies, plus a monthly stipend.
- Accommodation: Funding provided through MEC’s budget.
- Medical Assistance & Transport: Emergency medical coverage and access to local/domestic transport like Romanian students.
- Duration: Benefits apply for the academic year or calendar year, with a 30-day extension for programs lasting at least one year.
Final Reminders
- Only complete PDF applications submitted before May 15, 2025, 23:59 (Romanian time) will be considered.
- Original documents and Letters of Acceptance must be presented at enrollment.
