The Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan are delighted to announce the launch of the Heydar Aliyev International Education Grant Program for the academic year 2025–2026. This prestigious scholarship program, initiated by the Government of Azerbaijan, will be available annually for the next five years, offering international students a unique chance to pursue higher education in Azerbaijan. Named in honor of Heydar Aliyev, the National Leader of Azerbaijan, the scholarship was established by a decree issued by President Ilham Aliyev on July 8, 2023. The initiative reflects Azerbaijan’s commitment to promoting international education and fostering global academic partnerships.

The Heydar Aliyev International Education Grant Program enables selected students to study at some of Azerbaijan’s top universities. The scholarship supports a wide range of academic levels, including:

Preparatory courses, Undergraduate programs, Master’s (graduate) programs, PhD (doctoral) studies, General medicine, and medical residency programs Each year, 100 international students will be awarded this scholarship, opening doors to a world-class education in a culturally rich and historically significant country.

The program is open to applicants from the following regions:

  • Member countries of the Organization of Islamic Cooperation (OIC)
  • Member states of the Non-Aligned Movement (NAM)
  • Small Island Developing States
  • Countries with cultural, ethnic, or historical ties to Azerbaijan

Azerbaijan Scholarship Benefits

Successful applicants for the Azerbaijan Government scholarship will receive the following support:

  • Tuition Fees
    • The scholarship covers all tuition costs and provides language preparatory courses, aligned with the course instruction language, for the entire duration of undergraduate, graduate, general medicine, medical residency, or doctoral studies.
  • International Flights
    • Recipients are awarded an economy-class round-trip ticket each year—one flight from their home country to Baku, Azerbaijan, and one return flight to their home country.
  • Monthly Allowance
    • A monthly stipend of 800 AZN (approximately 470 USD) will cover accommodation, daily expenses, and educational materials. This support is offered for 10 months per year (excluding July and August).
  • Medical Insurance
    • Students will receive an annual allowance of 200 AZN (around 117 USD) to help cover medical expenses and necessary treatments during their studies in Azerbaijan.

  • Visa & Registration
    • The scholarship includes the issuance of a single-entry visa and a temporary residence permit for the duration of the study program in Azerbaijan.

Application Criteria

To be eligible for the Azerbaijan Government scholarship, applicants must meet the following requirements:

  • Ineligibility for Azerbaijani Citizens
    • Individuals who are citizens of the Republic of Azerbaijan—or those whose Azerbaijani citizenship has been revoked—are not eligible to apply for this scholarship.
  • Age Limit Based on Program Type
    • Applicants must fall within the following age brackets by September 15, 2025:
      • For Undergraduate and General Medicine programs: one must be under 35 years of age
      • For Graduate and Medical Residency programs: one must be under 40 years of age
      • For Doctoral (PhD) programs: one must be under 45 years of age

The Selection Committee reserves the right to verify the accuracy of all information and documents submitted by applicants. Any discrepancies or false information may result in disqualification, in line with the program’s official regulations.

How to Apply for the Azerbaijan Government Scholarship

If you wish to apply for the Azerbaijan Government Scholarship, you must be officially nominated by a relevant government authority in your home country, such as a ministry or embassy. Follow the steps below to complete your application:

Step 1: Fill Out the Application Form

Start by completing the official scholarship application form, which can be accessed through the designated platform.

Step 2: Prepare the Required Documents

Applicants must gather and attach the following documents:

  • Academic diplomas or transcripts from high school and/or university
  • A copy of a valid passport
  • A medical certificate confirming general health, including HIV/AIDS and Hepatitis B and C test results
  • Curriculum Vitae (CV) or Resume
  • Motivation letter explaining your interest in studying in Azerbaijan
  • Proof of language proficiency depending on the language of instruction:
    • For programs taught in English:
      • Undergraduate programs require a minimum IELTS score of 5.0 or TOEFL score of 40
      • Postgraduate programs require a minimum IELTS score of 5.5 or TOEFL score of 50
      • Alternatively, your previous education must have been conducted in English.
    • For programs taught in Russian:
      • Submit a certificate of Russian language proficiency or proof that your earlier education was in Russian.
    • For programs taught in Turkish:
      • Submit a certificate of Turkish language proficiency or show that your previous studies were in Turkish.
    • For programs taught in Azerbaijani:
      • You must prove proficiency in English, Russian, or Turkish, or confirm that your prior education was in one of those languages.

Step 3: Submit Through Official Government Channels

All application materials must be submitted through your country’s official authorities (such as ministries or embassies) to the Embassy of Azerbaijan or directly to the Ministry of Foreign Affairs of the Republic of Azerbaijan.
